Wojtek Gorecki, had he grown up normally, would have been a low level super with strength, speed, and durability. The Russian government wanted better and his DNA was spliced with that of a Black Bear - before the project was complete, the project was shut down and Major Ursa escaped into the wild.

Super Strength - Before the serum, Wojtek was already capable of lifting close to a ton on his own. After the serum's affects, now he can lift with effort, close to 18 tons with effort. He can easily handle up to 5 tons with little encumbrance to his person, the large bear able to carry the cargo of a small truck with little effort.
Mauling - It's not Bear-Fu, but Wojtek has learned to be an effective fighter in his bear form. He's able to attack using his massive size, claws, and even his teeth to his advantage in a fight. Though this isn't something he prefers to do unless it's absolutely necessary.
Super Speed - While no Speedster, Wojtek can run up to 750 mphs in a sprint for nearly ten minutes before he needs to stop to rest momentarily. He can also jump upwards of 10 stories with ease.
Rifle - Wojtek usually has when ready for combat the only rifle that he can carry easily - a 20 mm Anzio sniper rifle. Capable of hitting targets up to a half mile away, he is well trained with the rifle and it's scope, raised in the forest to hunt with it besides his own natural abilities.
High Durability - While not bulletproof, Wojtek's skin is thick enough to be resistant to bladed weapons and small arms fire. High calibre bullets will make holes, as will focused strikes with blades, but in general, it takes a lot to bring him down.
Healing Hibernation - When injured badly, Wojtek is capable of entering into a deep sleep, during which his body heals. The amount of time he sleeps is wholly dependent on the extent of his injuries. Minor injuries may only require a good night's rest, while a more serious injury could take up to weeks if he has to sleep it off naturally without outside influence.
Telepathy - Wojtek's only way of communicating outside of simple paw signals is with a limited telepathy. Unfortunately, he can't exactly do this well, and at all times, his words are mixed with guttural bear sounds.
Transformation - Wojtek can return to a human form. But it takes a great effort to do this, and by this point he has been a bear for so long that he has come to prefer the size and feel of the bear, no longer comfortable in his human skin.
Monstrous Appearance - Wojtek is a walking, talking bear. It is rather intimidating to see a seven to eight foot tall bear to wander around town, even when he tries to wear human clothes and use human gear. But still, seeing a bear anywhere tends to scare people and pull their kids and cats indoors. Dogs bark at him angrily, cats hiss, but noone knows what the fox says.
Weakness: Energy - Energy attacks are highly effective against Wojtek. He can tolerate low level, but higher level ideals start to frazzle his thoughts and cause his muscles to spasm and lose coherency.
Weakness: Heat - If Wojtek gets too hot, he wants to rest. Or take a dip in the pool. Or just find some way to be find a way too cool off. Being covered with thick skin and fur has it's drawbacks.
Cold War Relic - Wojtek was brought up in the good communist doctrine. He's still coming to side that his side lost. The new world, America, 2016, all of it is confusing to him and will quickly overwhelm his thoughts and make him feral if he tries to take it all in too much.
Wojtek Gorecki was born in June of 1976, at the height of the Cold War. The son of a Polish girl and a Russian soldier, it was quickly realized that he was an unwanted child and was sent off to the State-Run orphanage to be reared and raised. His childhood was not as rough as most, as he was a large child when he was young and immediately showed strength and abilities outside of the normal standard. This drew the attention of the local Party officials who submitted a report to the military. One morning, when he was around 8 years old, a Russian couple adopted him. He thought for sure that his life would be set, as his new papa was a Military Officer and his mama was a scientist working on unlocking the full potential of humans by splicing their DNA with animals. Little did Wojtek know that he was chosen to be part of one of these experiments.
His first two years with his 'parents' was spent with his adoptive mother as she tested him mind with games. He assumed they were rich for they had one of the few Nintendo systems in the country. On the weekends, his adoptive father would take him out in the woods to train him in hunting, and spending time learning the party line and how to be a good Communist. His mother also taught him the more delicate art of making Faberge Eggs in order to test his mind and see how he could handle the small intricacies of things.
When he was 14 years old, his mother and father took him on a trip to the northern tip of Russia, Rudolfi Island. A small installation was set up there, and it was here that Wojtek would start to meet the potential that his adoptive parents had spent the last six years cultivating the young man for.
Wojtek was already a blossoming super in his own right - he had a large amount of strength and limited telepathic abilities. His scientist mother hypothesized that this was mainly used as a defense against psychic attacks, and focused mainly on the strength and size aspects of the teenage boy. He went through extensive weight training and strengthening, testing his limits and skills, learning the boundaries of his strength. But they thought that he could do more. Be more. They wanted to have a young super soldier to stand toe to toe with the likes Captain Liberty and Honey Badger. As such, his mother concocted a serum made from the combination of his own altered DNA spliced with that of the Russian Black Bear and introduced it into Wojtek's systems.
At first, the serum had the desired effect. Wojtek's strength increased exponentially, he was able to lift more, carry more, his skills were heighten, as were his senses. All seemed to be going well those first few months. Then puberty struck hardcore, and the changes to Wojtek were not limited to just acne and hair in weird places - except in the extreme sense. The bear DNA took full control and Wojtek took on the form of a seven foot tall, massive black bear. Enraged and confused, the young man went on a rampage through the compound, ripping the door off of his room and tearing through the laboratory that had housed him. Attempts to subdue or calm him were proving to be unsuccessful, and it finally took a near lethal dose of tranquilizer to bring him down. As this was happening, the Berlin Wall had fallen, and communism was starting to collapse. With the lack of funding and support, there was no choice but to pull the plug on the Ursa Major project.
By this time, Wojtek had been placed into a cryogenic sleep until his mother could figure out how to make him human again, while maintaining his bear strength and abilities. However, with the loss of funding and the station, the personnel were evacuated, and Wojtek was left to sleep.. where he remained until 2015, when a collision of an iceberg with the island station broke the cryogenic lock on Wojtek's station, and he now wanders the island alone.. looking for others, and surviving on what fish he captured and the supplies abandoned in the station.
By the middle of 2015, Wojtek realized he was not going to survive alone at the station. When the ice started to accumulate for the winter, he made his way across the Bering Strait, illegally crossing from Russia into the United States. Afraid of how people would react to a bear carrying a backpack, a sniper rifle, and wearing a Ushanka, Wojtek avoided contact with society, crossing Alaska's wilderness and entering into Canada, where he continued south, finally making it into the Rocky Mountains while trying his best to avoid human contact. Though there are reports out there of a bear in a weird hat that has broken into restaurants, and even a YouTube video of a bear riding a motorcycle down a highway, though many people debunk this video since the bear gave a rude gesture and rode on.
In July of 2016, Wojtek had made it to the Canadian/American border at Maine. Again, Wojtek entered the country illegally and has been trying to make his way down Thunder Bay, but making it past civilization has proven to be more challenging than not. So having found a cabin out in the woods that served as a hunting cabin, Wojtek has made himself comfortable and now waits and plots his next move to try to contact someone in the Global League of Decency so that he can claim asylum. And catching up on modern society, which he has found is wholly different than the world he remembers.
